

Association Governance
After federal, state, and local laws, the Association’s governing documents (and amendments there to) constitute the basis for decision-making related to the operation of the Homeowners Association. Those governing documents are:

The recorded plat map and notations (copies are available at cost, upon request);

The Declaration, including the covenants, conditions, and restrictions (CC & Rs);

The Articles of Incorporation;

By-Laws;

Resolutions;
-
Rules, Regulations, and Standards as adopted by the Board; and

Decisions as reflected in approved meeting minutes.

Design Review Standards (i.e., The Design Review Handbook)
The Design Review Standards are those standards with which each Persimmon home must comply. These standards apply to the exterior of any home as well as its landscaping. If a homeowner wants to change any aspect of his/her home’s exterior or its landscaping, an application must be made to the Design Review Committee and approval secured before any changes begin.
Enforcement
Persimmon homeowners agreed to abide by the Association’s governing documents when they purchased a home in the Persimmon Community. The Association, therefore, relies heavily on the willingness of homeowners to follow procedures prescribed in the governing documents and to police themselves. When necessary, the Board, or its management company, notifies homeowners known or suspected to be in non-compliance that they are in violation of a CC & R or Design Standard and that they need to remedy the situation or face sanctions.
Communications Plan
The HOA has a formally adopted Communications Plan designed to assist homeowners to be well informed about matters of importance to the Association. That plan includes:

Meeting summaries (unofficial summaries of Board and Owners’ Meetings)

What Is the Difference Between Meeting Minutes and Meeting Summaries?
Official meeting minutes must be formally approved by the Board. Such approval typically takes place at the Board meeting following the one for which minutes have been taken, usually about six weeks after that meeting. Meeting summaries are an overall review of what was discussed and decided by the Board and are usually published within a few days of the meeting.
